India Aims to Emulate China in Technological Reform. India’s Principal Scientific Adviser, K Vijay Raghavan, detailed nine science and technology missions with the goal of promoting India’s internal research and development.
In comparing the country to the U.S. and China, India’s government has noted the “meteoric” increase in China’s research and development citations and abstracts. China’s increase is from 87,000 in 2003, to 426,000 in 2016.
K Vijay Raghavan, the India government adviser, hopes to emulate China’s increase by forming greater inidigenous research and development programs.
Efforts will “…be geared towards the development and use of artificial intelligence, quantum computing, connected mobility solutions and other technologies to address frontier scientific questions. These reforms are not enough though, and emulating China will require a lot more to be done, namely higher education reforms in the form of provision of autonomy to these institutes of eminence and sectoral reforms like the safeguarding of patented research output, amongst others.”
